Transitioning to the new ToC – Updates from the NMC

The Nursing and Midwives Council will launch a new Test of Competence (ToC) in August 2021. Transitioning  to the new Test of Competence (ToC) will cover:

  • Anyone starting the test of competence from that date will take the new test. This includes professionals who wish to return to practice.
  • Candidates who have begun their application, but not yet taken either the CBT or OSCE before August, will also take the new ToC.

Candidates who have taken either the current CBT or OSCE before the new test is introduced will have 12- month transition window in which they can take either complete the current test or restart with the new one. After the twelve-month transition, they will need to take the new test.

As a way of supporting people to join the register, NMC has been partnering with NHS England and Improvement (NHSE/I) and the Department of Health and Social Care (DHSC) to increase OSCE capacity by over 1000 tests per month across our three test sites. With continuous improvements, the NMC aims to decrease the assessment period from 30 days to 10 days allowing nurses, midwives and nursing associates to get their PIN and register even more quickly.

Part of the changes include the availability to book OSCEs at weekends and evenings and the Swindon campus will now be open full time. The NMC will continuously monitor the OSCE demand and test centre capacity levels to enable people with the right skills and knowledge to join the NMC register.

The NMC is retendering the OSCE delivery contracts that will end in February 2022 for the next three to five years. The contract reflects the growing OSCE demand and we will be looking to appoint up to five suppliers around the UK.
